Safety, Habitability & Ethical Issues
On move-in, I found in Apt. 1 no required smoke and CO detectors outside bedrooms, a dead cockroach, other dead insects, unclean floors, a garage full of trash and leaves, and dirty shared entry areas. The third-floor tenant told me her unit was also dirty at move-in. I notified the landlord with photos and promptly moved out. She acknowledged in writing that I left the unit clean and undamaged, and agreed to refund unused rent, my deposit, and cleaning fees. Then later she said shed withhold $300 for pest control, claiming I was the external source of the cockroach. Their vendor confirmed no infestation. No documentation was provided, as required by law. (A tenant is only responsible if found to have caused an infestation). The pest charge was eventually dropped, but the unused rent was not refunded. After attempts to resolve privately failed, I filed a credit-card dispute and complaints with the BBB, Ohio AG, and the City, which confirmed other open violations on the property.
