House needs work

Highly recommend getting a tour or video tour of the house, The pictures don't show everything. Part of the ceiling in the living room collapsed due to a slow water leak, they came to fix it and it's still not leaking. The landlord refuses to give back security deposit after moving out about a week. Landlord won't give a reason why.

This tenant, Kevin, knew from before he moved in that I was going to renovate the house and agreed to live there for a very discounted rent of $1500 with only $700 deposit for a 3 bedroom full house with yard. He lived there for 6 months renewing his lease for another term. He never mentioned anything about a leak until a month before he left which resulted in a hole in the ceiling. I had the repairman to check it out the next day after he told me and had it repaired. He also, gave me less than 30 days notice that he was going to move out and it clearly states in the lease that if he does not give the required notice $500 will be withheld from the deposit. He also refused to pay the rent for the remainder of his stay. After he moved out, the place was left dirty, furniture moved out of place, several missing items which I caught him leaving with on surveillance cameras and blood stained linens which he didn't bother to wash while he was still living there(I know this because I was in the house to check the leak several weeks earlier and the same sheets were in the same spot after he moved out). I gave Kevin an opportunity to live in this property with full transparency that the place was not yet renovated. He agreed to details in the lease that he did not comply with and ignored when writing this review. He also did not give me a chance to respond to his demand of returning his deposit(which felt very threatening )before writing his review. He moved out April 12th and his review was written April 17. PA law states that I have 30 days to inform the tenant regarding their deposit.
